Pet deposit hasn't worked in B.C.

I get e-mail. A citizen on the Left Coast has this to say about pet deposits:
"I would urge the Manitoba government to drop the fanciful idea that pet deposits will encourage landlords to allow pets. It simply doesn't work. We have that policy (in B.C.) and in Victoria, where I live, all the major large property management companies have a strict "no pet" policy in ever building they own, which must amount to close to 3/4 of available rentals in the city. Pet deposits are not effective in promoting pet-friendly rental accommodation."

See, Mr. Selinger? The policy you're pushing is a proven failure.
Please go back to the drawing board, Mr. Finance Minister.

Why won't the NDP listen? Why doesn't it care whether it's idea will work? I don't get it.
